If art is a viseral reaction to circumstance, then yes, war photography is definitly art. The best examples are most often an instant, unfiltered reaction to a circumstance, taken under sever stress. And still the focus, literal and metaphorical, is clear and the image is defined. Imagine sharing a small drakened room with a man, a sniper, about to kill an enemy. Waiting for that defining moment that tells the story in a single frame. Breath, relax, aim, slack, squeeze.
The emotional investment is considerably higher than, say, shooting pigeons in the park like Matt Stuart, also considered art in this forum. Taking nothing away from Mr. Stuart or his photography, it’s not the same thing.
